STB Releases Proposed Rules on Rate Review

The Surface Transportation Board (STB) has published proposed changes to the ways freight rail rate disputes are handled by the Board in smaller cases. These proposals originated from the STB’s Rate Reform Task Force Report, which was released back in in April and dealt with examining possible improvements to the existing rate review processes. The STB has also announced a public hearing on December 12th on the issue of railroad revenue adequacy, which was also raised in the Task Force’s report. Determinations of revenue adequacy are an important component in decisions related to reasonableness of rail freight rates.  With respect to rail demurrage, the STB is still considering options to address the issues raised by IWLA and other stakeholders.
