The list is intended to guide jurisdictions considering COVID-19-related restrictions. The list is advisory, not a federal directive or standard.

Additionally, on March 19, IWLA and the Global Cold Chain Alliance (GCCA) sent a letter to U.S. Governors, stressing the need for third-party warehouses and distribution centers to be deemed part of the critical infrastructure and exempt from COVID-19-related restrictions starting to take effect.
