The U.S. Department of Transportation (DOT) recently solicited information from transportation stakeholders in developing a National Freight Strategic Plan (NFSP) for the country. The development of such a plan was a statutory requirement of the current surface transportation authorization, the FAST Act, to improve multimodal freight transportation. IWLA provided comments to the DOT, identifying specific challenges the 3PL industry is facing from decreased driver capacity, rising insurance premiums, congestion, and demurrage and detention practices.
