Congressman Adam Smith (D-WA) reintroduced H.R.5908, the Freight Infrastructure Reinvestment Act (FIRA), on February 14. FIRA creates a national freight discretionary grant program to provide funding for infrastructure projects across the national freight mobility network through a new National Freight Mobility Infrastructure Fund. The fund would be sustained by the creation of a new 1% fee on the shipment of freight cargo. Taxable ground transportation would include any transportation by freight rail or a commercial motor vehicle that travels more than 50 miles. The creation of this new fee could present significant administrative burdens through its implementation and collection.
